Hello,
I own an Intel Core i7-6700 processor without the K package and a Corsair Vengeance LPX 16 GB (2 x 8 GB) RAM at 3000 MHz CL15 XMP 2.0. In the BIOS, the RAM reports it's running at 2166 MHz, so I need to overclock it to reach 3000 MHz. Can I safely increase the clock speed without also increasing the CPU frequency?

The base clock (BCLK) is a frequency used by some parts to measure their speed. It doesn't need adjustment now and should remain unchanged.
