Sapphire ATI Radeon HD 5770 1gb gddr5 is running at 850/1200 with a current temperature of 57°C while idling. I attempted an overclock but couldn't raise the fan speed beyond 25%, making it difficult to proceed. It's puzzling what might be causing this issue.

25% fan speed is quite low. It's recommended to increase it to 40-50%.
