You're trying to push your Ryzen 5 1600 overclocked in BIOS to 3.8GHz at 1.33V, but whenever you try to run it under full load it stalls at 1.4GHz and 1.1V. It seems the CPU isn't throttling but just holding those speeds. You're using a Gigabyte GA-AB350-Gaming board and have disabled AMD Cool n Quiet and Precision Boost. The BIOS version you're using is F23, which supports Ryzen Master for overclocking.

Update your BIOS configuration and attempt to adjust the CPU frequency by 3.6 MHz while keeping the voltage at its default level. If this succeeds, modify the frequency further until a higher voltage is needed. It’s best not to immediately switch to that frequency and voltage without testing first, as different processors behave differently.

I achieved a consistent overclock up to 3.7GHz using the original settings, but altering the BIOS voltage still causes the same problem.

This project was referred to as the "Silicon Lottery." Because not every chip performs identically, some receive a faster clock speed with adequate voltage, while others are capped at a specific limit, similar to your setup. If you can't boost performance further on your board, it makes sense to stay with the current configuration. Personally, I don't notice any noticeable change when I try to overclock this chip, which is why I've been sticking to the stock speed and only increasing my RAM's frequency to 2700 from 2400. It appears this chip isn't built for overclocking unless you opt for the X variant or a newer model.

Same as mine, 37.50 multiplier and stock voltage. Moving to 39.75 and 101 on bclk requires at least 1.41V or more. Just keep it at 3.7 and be lucky. The ram should go to 3.2 with low temperatures and maintain that setting.
