Hello, I hope this message comes across clearly.
I began attempting to overclock my CPU recently.
Processor: Intel core i7 2600K
Motherboard: Asus p8h67-m
Cooler: Scyte Mugen 5 CPU cooler.
Currently, I encounter an issue:
When I change the voltage in the BIOS and then check with HWMonitor, CPUZ, or another tool, the CPU readings fluctuate constantly, reaching up to 3,913.
After starting a stress test (such as Burnintest, CPUID Powermax, etc.), the core values drop to 3,604 and stop changing.
According to Burnintest, the temperature is only around 48°C, which shouldn’t be an issue.
It appears that some setting or function resets the CPU back to a previous value when loaded.
I’ve tried everything I could—flashing BIOS, enabling/disabling features—but nothing works.
Anyone have an explanation for this?

There are no AVX functions available in the BIOS.
The only offset is located at this position:

Does your CPU operate in a fixed or adjustable mode? You'll likely prefer the fixed setting to avoid unnecessary changes.

I believe you want to disable the auto-mode.
The image shown here comes from the manual.
The AI Overclock Tuner is set to manual.
The EPU power-saving mode is turned off.
The CPU voltage has been adjusted to 1.3.

It seems unusual, not quite clear about the issue. Could your processor be limiting performance?

Usually my processor stays under 30%. When I begin burning test, it goes to 100%. Why isn't it allowing the CPU to exceed 3 or 4? The temperatures are normal.
