The local best buy has an i5 6400 system available, and I've heard you manage to clock it overclocked even though it's not a non-K model. My concerns are whether it's feasible to overclock a prebuilt setup or if that's only achievable with custom boards. The desktop being sold is an Acer Aspire TC. Additionally, I'm wondering if the i5 6400 can handle 1920x1080p gaming with a GTX 970.

Typically, most overclocking options are disabled, preventing any attempts. Additionally, they rely on the least expensive components available.
