I have two questions.
1. Can I successfully overclock my new CPU on the MSI b450m Bazooka micro atx motherboard?
2. Is it feasible to overclock the 2600 using only the stock cooler, targeting 3.8-4Ghz without overheating it, keeping temperatures around 76-80°C?

Yes.
Speed will depend on a silicon lottery, though I believe 3.8 is attainable. The stock 2600 (not X version) might be quite loud.
