I plan to switch to a Ryzen 3000 or 5000 around the end of the year, depending on availability. Just checking if my motherboard supports pushing it to 4.6 GHz on a 3700X.

Have you checked the motherboard tier list? It sorts by VRM and typical performance limits. The Strix B450-F lands in Tier E, which is the "maximum 6 core" category, meaning it should support a solid overclock for an 8-core setup.
