you're looking to boost performance by overclocking your setup, new to PC gaming and just built this system. I want to know if these components can be overclocked based on your specs.

nope, not a lot to be done there I'm afraid.
And you only just built it? I hope second hand?
In general the best advice for OCing is read the stickies, as many as you can find, learn, learn what goes wrong, learn what to look for, then start asking questions, if you don't and we assume you know something that you don't and it fails you'll be upset with us. We cannot tell you 100% of everything you need to know, you need to have done the leg work first.
Overclocking is not necessarily safe, you can and eventually might well kill components or corrupt systems. You have to take responsibility for that, which is why you have to learn first so that you know enough to ask the right questions.

In your case your CPU is locked, and your mobo is locked, you might be able to get it to work at full turbo all of the time but that feature is only on certain boards.

For example, in your earlier message your HSF problem is quite simple (sorry, it really is), and if you can't figure it out yourself then you shouldn't be OCing.
