I constructed my initial setup.
Mb: Asus Maximus x hero,
CPU: Core i7 8700k,
PSU: EVGA gold 850w,
GPU: EVGA 1080 ftw2
MEMORY: Corsair vengeance rgb 3466 (2*8)
CPU cooling: Corsair H110i
In bios there are three choices, Normal, Fast(OC 29%) and Fastest(OC 39%)
I have two queries:
1- should it affect my PC if I always use Fast( OC 29%)?
2- I can install Windows 10 without issues in fast mode but encountered a blue screen during startup with Fastest( OC 39%). Why?

I wouldn't rely on auto-settings for overclocking. Each CPU and system is unique, so a fixed overclock won't suit every setup. Check some resources and learn how to do it yourself. And of course, don't hesitate to ask if you have any questions.
