The 9700K's maximum single core turbo reaches 4.9 GHz. For optimal performance, all-core loadings should reach around 4.6 GHz. If the cooling system is sufficient and there are no power restrictions, Intel's XTU could potentially allow adjustments to the turbo-boost limits and power/TDP constraints. This might enable sustained all-core operation at 4.6 GHz, which is more than enough for everyday use—though it may still be impressive for some.

The i7 9700 offers 3.0ghz and the i7 9700k delivers 3.6ghz, with potential up to 4.9ghz, but why wouldn't you consider it? Isn't that what buyers choose for the K models?

the standard isn't oc. oc happens when you aim for 5ghz.
