Can I boost my CPU speed using this P8H61-M LX3 PLUS R2.0 board? Is it feasible? My cooler is a Cooler Master Hyper TX3 EVO. What’s the highest performance I can achieve safely?

The cpu might not be well-suited, but it's not an overclocking board. You should use a Z68 or Z77 board.
