I have the following configuration
CPU: AMD FX 8350 with wraith cooler
GPU: evga gtx 1060 sc 6gb
RAM: hyper x 1866Mhz 16gb
Motherboard: asus m5a78l M plus
Power Supply: corsair vs 650 watt
I’m facing bottleneck issues and would like to increase my CPU’s overclocking. Could you advise how much I should be able to push it? At stock speeds the temperatures are about 29-39°C.

It's a budget motherboard not designed for high overclocks with a 125 Watt chip. You could likely increase performance slightly without boosting voltage. Your readings don't reflect actual temperatures during stress.

The 4-year-old processor had poor performance from the start, especially on a single-core basis.

But I'm sure the CPU isn't causing any issues, it seems to fit perfectly with the GPU. It has 8 cores and 8 threads, 25 MB cache, and a 4 GHz unlocked clock. The single core performance might not be great, but it's still holding up and should handle the i5-6500 at least 5% better than the previous model. Even an FX 6350 wouldn't be limited by it.

It varies based on the game; sometimes an i3 easily wins over the 9590.

It's really unusual to see a 3+1 phase board like that. You're probably just struggling with the system at full speed.
