I recently acquired a GTX 1070 SC and noticed its overclocking potential, but the voltage seems fixed even when adjusting it in Afterburner. It appears voltage unlocking is only available on certain models.
I recently acquired a GTX 1070 SC and noticed the overclocking seems stable, with voltage remaining consistent even when adjusting in Afterburner. It appears voltage locking is specific to certain models. My setup uses a 1070SC at 90% voltage, maintaining a steady core clock of 2000-2100 and memory clock around 4400. The fans are loud, but it's achievable to exceed 2k with this GPU. Adjusting fan noise is the next step, which may require some experimentation. This isn't a definitive answer, but reflects my experience with what's possible. Also, I should mention I'm using precision XOC as well.
So it's not quite sealed, but it's also not fully open. You can't push the voltage that much as you wish, unlike other cards.

Yes, it's exactly like all Pascal cards. Except for the Classy, KPE and maybe one of the HOF edition GPUs. It doesn't really matter. Boosting the voltage isn't helpful unless the core temperatures drop below zero.
