1. Certain game engines impose FPS limits
2. Every game isn't constrained by high-end graphics cards
3. A few titles won't require much GPU power

You cannot increase game speeds beyond their limits. GPUs can be boosted, but this adjustment remains active. When clock speeds drop under the overclock threshold without temperature concerns, it indicates the game isn't restricted by GPU power and the system is saving energy because operating at full capacity isn't necessary when only half is required.

You're right to question this. Overclocking is only possible for GPUs, not games. If your system can run at higher speeds without issues, it means the game isn't limited by GPU power. The temperature shouldn't be a problem either.

Sorry, I was trying to overclock my GPU. But it doesn’t seem to work in games like COH2, Starcraft 2, and Dead Rising 3. My GPU is running at its idle speed of 1721, even though these games could benefit from a faster clock. SCII and DR3 should be fine with Pascal—probably limited only by the game’s engine (usually not CPU-limited).

What does this imply? It won't overclock since I'm not increasing the graphics settings too much. I set the graphics to 1440 on DR3, and the clock rate didn't increase... I own a GTX 1080 as well.

The games only perform so much, what fps are you getting? Not every game is like CS:GO and will run at 300 fps because theres no performance lock. So if the game is performing as much as it can possibly perform, your gpu clock is never going to go beyond what it needs to.
