I have a Gigabyte B450M S2H with Ryzen 5 1600 AF 12nm. I'm attempting to push the clock to 3.7GHz and +0.100V, then restart the PC while it's loading. The screen shows nothing or no signal, keyboard and mouse are off but the system is running. The front USB headset is powered on and its lights are on. The Ethernet port light is off, and all other back panel components seem to have power. I suspect an issue with the southbridge, do you think? Is there a fix possible? The numbers I provided are just examples. Even when I try lower voltages or frequencies again, the same problem persists. In short, after overclocking, most of the time on Windows loading screen (except the back panel) no display or signal appears and nothing works on the back panel. Only the CPU, fans, front ports, and GPU are functional. Does this seem to point to the motherboard, southbridge, or is it related to the CPU? When I reset the overclock, it works fine without issues.

Both connectors are present on your motherboard for your 4-pin and 8-pin CPU.

Starting with a 0.1 voltage fluctuation on an OC is almost negligible—I believe it won’t prevent startup. Above all, I wouldn’t suggest forcing the board too hard since its MOSFETs, VRMs, and capacitors likely aren’t optimized for such conditions.

No, the current max is only +0.3 volts. The stock voltage is around 1.166 and the maximum should be about 1.425 volts. People also boost the frequency to 4GHz and raise the voltage to 1.350V with this board. Even though I have a solid CPU cooler like the Arcticic Freezer 34 Esports Duo, it doesn't help. As mentioned, these are just examples; even if I try to increase the voltage to +0.300 again, the same issue persists.

It also made sense to notice that the monitor shows a no signal alert while the GPU fans run at full speed. This could indicate overheating or a communication issue.

When you increase the voltage beyond standard OC settings, it functions properly. At 3.9GHz it runs at 1.275V, but you need 1.375V for optimal performance. The difference seems to be why it prefers a higher voltage.
