Hi guys
My friend brought in this Q9550 2.83GHz CPU with a locked multiplier, and I'm wondering how to overclock it?
Motherboard: HP 2820h
5GB DDR2 RAM
GTX 980 4GB
Some threads mentioned that even with the multiplier locked, it's possible to overclock.
Use cpuz to check your chispet. Pick it in setfsb. If it doesn’t appear, you won’t be able to use it.
If it’s there, open fsb to oc. I’m sure you have some basic knowledge of oc. If not, reading some oc guides for core 2 quad will help. Even if you can’t follow everything in the guides, they’ll clarify what’s happening.

Fsb ocing is perfectly safe for beginners. Back then, it was more common because most people didn't get the top end extreme cpus and it will get the same speeds as using the multi. It's just not the easy ocing of today's cpus since there's more involved.
Since this is a prebuilt, the settings are probably locked and hidden. There are some software that might be able to like setfsb but you are much more limited in what you can do.
