I'm trying to overclock a Core i7 4770K, and it's stable overall. However, whenever I stop the CPU stress, the core speed jumps to 800Mhz even though all C-state and speedstep are turned off. The motherboard is an MSI Z87 G45. Anyone have a solution to this issue? I'd like the core clock to stay at 4.2Ghz even when idle.

I realized it, you need to navigate to Control Panel, then System, Power Option, and select High Performance.
