It seems the ideal overclock range for your setup is likely around 4.3GHz. Running a single-core app at 4.3GHz versus 4.5GHz probably won’t hurt performance, especially if you have multiple cores to leverage. Single-core apps don’t really benefit from higher clock speeds unless they’re bottlenecked elsewhere.
You might experience slightly reduced performance when using a single thread, but nowadays few programs rely solely on one thread. You probably won’t see a noticeable impact in everyday situations. Also, the 4.5GHz boost isn't consistently realized.
