I have adjusted all 7 states in Wattman (0-7) to 1306 MHz and set the MEM clock to 2050 MHz, which produced these benchmark results:
FPS 61.5 SCORE 2571 MIN FPS 20.00 and MAX FPS 102.2
Changing the MEM clock from 1306 to 1350 and from 2050 to 2150 MHz resulted in:
FPS 60.8 SCORE 2545 MIN FPS 20.5 MAX FPS 102.7,
effectively causing a drop in performance, could you help me understand this?
Other settings remain unchanged:
MIN acoustic limit 1306 MHZ
SPEED RPM: MIN 1600,MAX 3200
Power limit :120%
TEMPS: Max 80C, Target 70C
All voltages were set to AUTO, as recommended in most guides since I was unsure how to calculate mV for each clock speed or MEM clock speed.
P.S. I used Wattman from AMD for overclocking and testing UNIENGINE Valley 1.0; GPU usage jumped from 1% to 99% within about a second during tests.

Adjust your max and target values fully. It seems you're nearing your goal, so the system began reducing speed. I think the maximum in wattman should be around 90—set it to that. You won't hit it (I rarely even get close to 70c at settings similar to what you're using), but it starts throttling before you reach your target. Giving yourself some buffer will probably improve outcomes.

Ensure you've reached the maximum power setting. Observe the temperatures while the game runs. Monitor the GPU clock speed for any changes.

Power limit is at 150%, core clock remains steady, but GPU usage spikes from 1% to 99% during Heaven, and the memory clock stays at 2000MHz consistently throughout.

I think you could be facing a CPU limitation. That would lead to unstable GPU activity and stop or reduce the benefits of GPU overclocking.
What are the CPU and GPU temperatures when under stress?
CPU temperature isn't visible, MSI afterburner doesn't display it, but the GPU stays near 60°C, typically between 55-56°C.

Well, it seems your GPU isn't overheating. It would help to know the CPU temperatures too (I believe AMD offers a tool for tracking CPU temps on their CPUs), but I'm not sure if adjusting anything would make a difference. As I mentioned earlier, I suspect you might be facing a CPU bottleneck. One way to check is by reducing the resolution of Heaven and observing if your FPS improves noticeably.
