I currently use an i7 4790k at stock settings with a Corsair H100i gtx, and the idle temps are 35-45°C which I consider a bit high. However, I read that overclocking or adjusting the CPU voltage can lower those temperatures since the stock voltage settings aren’t as optimized. Could anyone assist me with this or suggest ways to improve it? Also, I’ve noticed my temperatures fluctuate a lot when opening a browser or running small programs—temperatures jump from 37 to around 53 and then drop to about 40. Is this typical?

No, your CPU is operating very intensely during startup. It needs to initiate all processes. Bios temperatures are typically 5-10°C higher than when idle on the desktop. Can you share your maximum safe temperature during heavy usage? It's typical for temperatures to reach around 65°C under CPU load.

Mate, I have been getting the exact same thing happen with my Cooler Master Seidon 120v v2
It's a cheap water cooler, but for me it's really efficient. Has a slight irritating whining noise from the pump though. (To be expected for the price) £39.99
My temps do exactly what yours do and Jump 10-20c whenever I start to put load on the CPU. I am fairly sure this is a normal thing, because if you do something like run a stress tests your temps will go from say 30c to 55-60c pretty fast but then they will fluctuate between 50-60c (Or higher depending on overclock) which is about the right temps it should be hitting with effective water cooling.
I am no master of water coolers though I have only had experience with this one.
P.S if you know how to apply a max voltage to an overclock maybe you could help me?
I have a voltage of 1.315 on my 6700k @ 4.5Ghz (this is manually set)
I am wanting to apply a max voltage of around 1.320 so that it won't exceed that at full load but I also want it to lower the voltage when idle... is this possible?
I am just not comfortable leaving it at a static voltage...

Ive never overclocked before and have no knowledge on how to, im struggling with my pc right now as the idle temps are through the roof, i dont know what to do!?
Whenever i re-apply thermal paste, first boot up the temps are around 35c idle then 2nd boot up 50c idle !?!?!?!?
Is there something wrong with my cpu? I tried Artic Silver 5.. same temps.. NT H1.. same temps..
