I've seen many discussions claiming the stock cooler is inadequate and that overheating occurs when overclocking. Is this accurate?
I currently have my cooler overclocked to 3.8GHz, with temperatures ranging between 27-29°C. Could this be due to the improved thermal paste? With these conditions, it seems I can push the temperature even further.

I've tried minor overclocks with stock coolers on llano CPU's. It's fine as long as you keep it below the maximum safe temperature.
However, your CPU has a full load turbo at 3.8 Ghz and a half load at 4.1 Ghz. Why not just stick to stock?
I'm not sure about your specs, but without the proper parts you won't reach much. You'll need a quality aftermarket cooler, a solid motherboard, and a reliable power supply to get stable overclocks.

However, your CPU has a full load turbo at 3.8 Ghz and a half load at 4.1 Ghz. Why not just stick to stock?

You don't frequently increase clock speeds on stock.
Right now I'm using rust at 3,8GHZ and the limit is 50C.
