My multiplier is set to the maximum value of 11X. A friend's board allows for 16X, so I need to figure out how to unlock my own.

You're not allowed to proceed because your chip isn't unlocked.
You should read more. You don't understand what you're doing, and unless you want serious issues with your computer, you need to learn first.
