Z370 Taichi is running with offset vcore. C states and speedstep are both active (not auto, enabled). It's using LLC level 5 with a balanced power plan. I've reset the BIOS to defaults and kept the CPU from downclocking, even after changing settings. Previously it would downclock, but now it stays at 4.9 GHz regardless of adjustments. It seems this behavior has persisted for over a year, though it was noticeable only recently while researching mining. The temperature and performance monitoring helped catch this change. Your 8th generation processor utilizes Speed Shift Technology. The BIOS may be activating it to push the CPU to maximum performance irrespective of workload. When C states are active, the impact is negligible. A core transitioning to C7 remains idle at 0 MHz and 0 volts. The overall speed of the remaining CPU cores under light use has little effect. An idle processor may allocate over 99% of its time to C7. Here’s an illustration showing all cores operating at 5000 MHz. Energy use and temperatures stay low. Reducing the CPU to 800 MHz can shave a few watts, but it’s not crucial. If BIOS enables Speed Shift, it remains disabled in Windows. When SST is active, the EPP variable dictates whether the CPU slows down or not. Setting EPP to 0 ensures full speed regardless of demand. At EPP=80, the CPU reduces performance under light load. Refer to the ThrottleStop FIVR table for your specific EPP setting. Speed Shift aims to maintain peak performance with minimal strain. If background processes are heavy, your computer won’t slow down. Review the Task Manager Details section to assess your CPU’s utilization.
