That’s not the way cooling functions. If there’s no airflow over the RAM, it will get hotter. DDR4 actually doesn’t require much cooling. The 3rd generation doesn’t improve past what the system can handle. And you stop increasing frequencies after around 3800MHz (depends on the chip). After that, timings are reduced.
