Can I adjust the frequency by adding an offset of 100 MHz and increase the GPU boost to reach 2 GHz, resulting in a total of 2100 MHz?

Whether you can achieve a specific number depends on the card and model details. However, you can definitely add a bump. Your maximum turbo clock really only serves its purpose. My GTX 1080 handled a 1923mhz boost, though in reality it reached around 2050mhz.
