For all who seek my answer: the IME or BIOS/UEFI isn't related to Intel's restriction on BCLK when it exceeds 102 for most cases. The control appears built into the chipset, and only MB makers can adjust chips to allow BCLK OC. Regardless of attempts—downgrading Intel ME, changing microcodes, or even removing hardware—the system still caps at 103. Thus, the idea that software/firmware can override this is incorrect.
You might want to adjust the clock speed because it affects stability. When you first tested, a stable speed of 107 MHz worked, but you need to lower the memory speed for better performance.
I'm keen on pushing the limits of non-K overclocking. The response was: As much as we'd like to support you, the H110 chipset from Intel restricts the overclocking option along with the processor. Even after unlocking BIOS settings, the CPU itself prevents changes. If you're using a K-series CPU, the Intel chipset still imposes limits on overclocking. DRAM multilayer should also be constrained, so even if it's adjustable, the CPU blocks the process.
