Hi. increasing the DDR3 GPU memory clock from 1000 to 1250 MHz is it safe? Temperatures remain around 70-83°C at full load without changing the voltage.

Yes, as long as the voltage remains unchanged, everything should be okay.

Which GPU are you trying to overclock? RADEON HD 7750. I believe I should hold off for AMD Polaris, but I'm curious about the safety of my overclock.
