How is the modem router linked to the ISP? What is the model of the modem/router?
Are there any active coaxial or telephone jacks on the second floor?
If coax or DSL connections might allow the incoming link to be redirected inside or outside the building into the second floor, then the modem router could be moved there.

1) Power line adapters – their effectiveness depends on the electrical wiring quality.
