Most "ping" issues are probably outside your influence: likely ISP or beyond. The ISP's ability to fix (if any) is often limited and neither you nor the ISP can control it.
How is the modem router linked to the ISP? What is the model of the modem/router?
Are there any active coaxial or telephone jacks on the second floor?
If coax or DSL connections might allow the incoming link to be redirected inside or outside the building into the second floor, then the modem router could be moved there.
After that, there are two quick solutions:
1) Power line adapters – their effectiveness depends on the electrical wiring quality.
2) Wireless – their success relies on the building's layout...
