You can use any operating system for the NAS, but stability is key. Since the data isn't critical and you're okay with some VM instability, consider lightweight options like Linux or a simple Windows setup.

Support for running VMs is widespread, including unraid, Truenas, and many others. I usually avoid USB drives unless absolutely necessary, since I've encountered more problems with them recently.
