Referenced the manual: https://pop.system76.com/docs/dual-booting-windows/ Followed the steps but used manual partition reduction with gparted instead of the recommended method.

Just discovered that after the installer stops, a "fsck.fat" task runs at full CPU usage. Planning to wait overnight and provide an update the next day.

I faced a comparable issue. I burned my ISO to USB with Rufus on Windows. Near giving up, I switched to using Etcher to generate the ISO USB, which succeeded perfectly. I also tried Rufus in dd mode before that. Give Etcher a try.
