Are there any OS editors for Windows that modify operating systems? I’m not sure how to phrase it, but you’re looking for a tool that edits Windows instead of Linux.

If I remember correctly. SUSE Studio just allowed you to pre-configure and add/remove packages for a ISO. It's been quite a long time since I have touched that however so I could be wrong. However If I am right, I think what your after is something like NTLite .

I attempted to use NTLite but didn’t grasp its functionality. I checked videos for it, but they didn’t clarify anything.
