If your computer isn't linked to any domain, which might be preventing the application of GPO rules for restricting system changes intentionally, you should access Computer Management. Verify if your Administrator account is active; if not, enable it and create a password. Once done, log in using that account and you should be able to make any necessary adjustments without issues.
