You should consider a low-power CPU suitable for PfSense, and pair it with enough RAM to handle the workload. Since your connection is fast (1 Gb), prioritize CPU performance over storage speed. Aim for at least 4GB RAM and a mid-range or better processor based on your needs.

You’re likely to discover a comparable server at roughly the same cost, including CPU and RAM. I came across an ad for this model that appears identical, though it lacks storage drives.

E3-1240 is compatible with the second generation (Sandy Bridge). Details about its support can be found here: https://www.ebay.com/itm/Intel-Xeon-E3-1...:rk:1:pf:0. For memory, a 4x4 kit similar to the one listed here works well: https://www.ebay.com/itm/16GB-4-x-4GB-Hy...rk:13:pf:0 or a 4x8 ECC DDR3 kit would suffice.
