I'm currently enjoying a game of Vice City (the one happening right now).
San Andreas was problematic because it wasn’t optimized for older or less capable systems. In GTA 4, the game was unstable and couldn’t be fixed easily, especially with limited resources.
I don't see any advantages to pre-ordering this game. Getting just 1.350 million in-game currency seems unfair. It reduces the enjoyment of using online features, and I'd rather earn my own rewards. A pre-order usually means receiving a basic version with some issues, at least most of the time. I haven't seen a vanilla version that runs perfectly. As with San Andreas, I didn't encounter any problems back then. It felt smooth during those days.
I don't agree with that claim. I'm not saying this game is a port. Evidence includes leaked build logs indicating development started in 2012 (at least). An interview with a PC gamer mentions the game was developed alongside console work, and the PC version assisted in creating next-gen titles through its architecture.
