I’m looking at this differently now. My old HP desktop was perfect for school when my Macs failed, but it’s not up to the task for video editing. I’m planning a build soon and am puzzled by the operating system situation. I’m using Windows 7 on my desktop and Windows 8.1 on my laptop—preferring the latter but hoping for a 10 upgrade later. The main concern is whether I can move Windows 7 to the new machine, even with an OEM license. If so, timing could be tricky. Alternatively, should I stick with Windows 8.1 and upgrade later? I’m not sure what’s coming next. Any advice would be appreciated.

The new computer may use the Windows license provided, provided the other one is turned off.

When it's an OEM license, the key is linked to the motherboard, preventing use on other devices. You might attempt contacting MS, explaining the hardware change, though they're unlikely to assist.
