I can use a 144hz monitor with a GTX 770 (even if it runs at lower settings), and an RX570 should work as long as you manage your expectations.

The CPU manages all movement in the game, so more of them means higher strain on the processor. CSGO is known for being demanding on both CPU and single-core performance. Plus, it runs on an older engine, which shouldn’t be a problem if you’re not aiming for typical frame rates.
