It's not happening on my system. You're correct—the performance settings just reduce power consumption, not change actual speed.

Performance remains consistent regardless of usage. The hard drive stays active. Javascript timing operates at full speed. Hibernation and Sleep features are disabled. CPU performance is maximized. Processor limits are reached.

No, since even High Performance mode shuts down the hard drives after about 20 minutes, Ultimate keeps my machine in a ready condition all the time.
