Nothing but reducing your settings could offer little improvement. Arma 3 behaves similarly to Arma II, with significant optimization issues. I typically play at around 60-80 FPS on a 980 TI with 5820k, especially during demanding maps or custom servers. However, lowering the settings doesn’t increase performance. Arma still requires a powerful machine to run smoothly. My friend uses a 750 with no TI and manages to play comfortably at medium or low settings—similar advice applies to you.
Receive some poor guidance in this discussion. Determine your performance in single-player first. Multiplayer frame rates depend on the server you're connected to. Heavy mod activity and many players can cause poor frame rates. In single-player with my i7-3770k @ 4.6gHz and GTX 970, I can achieve around 60fps with VSync. On the Exile server I play on, my experience is about 30fps. Upgrading your hardware won't fix the issue unless you can show your machine struggles with Arma in single-player.
