I've got buddies who play it smoothly (50-60 fps) on modest settings on platforms from back in 2009. They're using midrange GPUs from earlier generations and a system that's pretty old now (around 4670K in 2013 with a newer 1070). Those who say they can't run it are probably using outdated hardware. My rig is still midrange and old, running at 100fps most of the time. Only detailed rainmaps bring it down to 60-80. It'd help if they upgraded their setup.

Most players use the weakest options to achieve a slight improvement. I've noticed many people play CS:GO at very low resolution and windowed settings just to boost their frame rate.

Absolutely, as long as you achieve solid frame rates—around 50 to 60 frames per second—on a stock i7-860 and GTX 960, anyone would say you're not using a gaming rig.

It runs smoothly without lag. I’m aiming for a seamless experience. I’m using the GTX 1080 16 GB Corsair Vengeance.
