Lowering your settings and disabling the frame rate limiter would increase FPS. I don’t do that since I prefer maintaining G-Sync compatibility and full visual effects.

It would suggest the GPU is insufficient or your graphics preferences are set too high. The resolution mainly affects what you perceive, not the overall content.

It can't be RAM because it's 3200Mhz with a 16Gb dual channel setup. My GPU is near the limit for gaming graphics, and my CPU is one of the more affordable options for gaming with 3.5Ghz, 4 cores, and no hyper-threading. So in terms of performance, the CPU is likely the weakest part compared to the GPU.
