Determine the maximum power the socket provides to the CPU, then apply an aggressive multi-core curve, add your +200MHz, and see what happens. I use 260/170/190 -26 +200 and it works well. It really delivers for my X3D.
It's on Auto OC from gigabyte, and it's already silent, 2890mhz 64C max while gaming. So I'm not seeing any reason why to Undervolt my 4070

This could be challenging, but it might be fixable. Factors like your motherboard and power supply unit also matter, as well as cooling performance. I recommend using more PBO if you can, then increase the clock speed manually via OC. After that, run a Cinebench test to check if your score improves.
