The situation with old hardware is limited, as others have mentioned. I suggest using a lower resolution. Avoid servers with many players; competitive 5v5 will give you better FPS than casual 10v10 or community servers. Make sure your PC is running CS:GO on the GPU, not integrated graphics, since community servers often run at 128 ticks and need more powerful hardware. Also, they demand higher bandwidth. If you have a stable internet connection and can maintain a steady frame rate, try these settings: rate 80000 (increase if possible), cl_cmdrate 128, cl_updaterate 128, cl_interp 0, cl_interp_ratio 2.
