In reality I don't believe that was the case either, lol. It seems the system repeatedly powers on and off a few times whenever you connect a GPU to a machine that previously had one installed. I'm referring to this because after I resolved it by re-seating the GPU, I then used an older model (which I made sure was correctly seated) and it still did the same. However, once I waited a bit and let it run through several cycles, it finally turned on fully and booted into Windows without any intervention. Keep in mind I changed a 3080 with up-to-date drivers for an older 8500 GT, which clearly wouldn't support those drivers. Maybe that's why. The system probably thought "da fuk just plugged in?" and kept cycling until it got used to it. That's my best guess anyway.
Imagine using an old toothbrush in the sink. Brush the surface with dish soap; it can even tackle an LGA socket. After cleaning, blow off the debris with an air compressor and let it air dry for several hours. The result is a board that looks brand new.
