My Windows 10 system is running Flight Unlimited III from 1999, but the highest resolution it supports is 768p in a 4:3 format, which causes significant strain on my computer.

Pentium 3 should ideally work with Windows 7, which is solid for older programs. Pair it with a strong PCI GPU like the GT 610 and you're all set.

gt610 is exclusive to PCIe only. I have one on my Windows 10 system, and it works properly. Please attempt compatibility mode.

It has PCI versions but they are rare. Actually there is a good PCI graphics card. It's an Nvidia Quadro NVS 280. Although it has only 64MB of frame buffer it is more than enough for FS98. http://m.ebay.com/itm/NVIDIA-QUADRO-NVS2...0408.m2460
