I've never encountered anything like this. A prebuilt PC launching a game with GeForce Overlay showing such low performance raises questions. The GPU stats look extremely limited—97% usage, only 230MHz and 405MHz memory. Is it possible for a 3060 to run on just PCIe power? Any suggestions would be appreciated.

Seems you require refreshed bios or drivers.

Both procedures have been completed. Interestingly, the GPU appears to be capping at 40W, it won’t exceed that even when under load. Verified the PSU connection, then increased power limits in Afterburner. Ran DDU and updated drivers via GeForce Experience.

Use TechPowerUp's GPU-Z tool to monitor your GPU's power consumption. Open the app and navigate to the Sensors section. You'll observe the power usage from the PCIe port and any available PCIe cables. Notably, it displays the limits your card imposes such as power, clock speed, and temperature thresholds.
