The internet is currently unavailable in my area, and since then I've observed delays when launching programs. Before the outage, I didn't notice this issue. Restarting my PC didn't help—it booted normally but still took over a minute for software like Logitech and Corsairs to open. Skype and Steam were slower too. This seems to be related to the internet being down rather than a local hardware problem. It might be a minor inconvenience until services resume. Sorry if this sounds like a simple question.

They probably aimed to link with their servers but couldn't because of poor internet. As a result, they kept sending requests until they hit the limit, after which they'd be told they couldn't connect.

It doesn’t seem to be refusing connection outright. It takes a moment before it starts working again. I also considered the servers, which might explain it.

I ran an Avast scan and everything checked out. It seems nothing unusual is connected to the internet. Even Sublime Text updates automatically. The Windows applications run smoothly—Explorer and Control Panel perform without issues.

Avast is designed for virus scanning. A full system check is recommended to ensure no background processes are consuming memory.

Task manager shows 18% RAM usage, with Avast being the only CPU-heavy process. I’ve checked all running processes but found nothing odd. I’m using fewer programs now because I stopped using Spotify, Skype, etc., and I don’t have internet access to download additional scans. My indie game Dive seems to work without needing online connectivity, so I’ll wait until the connection is restored to check its performance.
