The new MB might cause compatibility issues with PCIE 3.0 cards. Check your BIOS settings to adjust PCIE functionality to 3.0. The standard settings are 2x at 5.0 and 1x at 4.0, which suggests this could be the reason.

I considered this a great concept, but it’s resulted in a hint that the card only works with PCIE x8, not the full x16. I tried swapping to another slot and it didn’t help. AIDA64 displays it as PCI Express 3.0 x16 @ 1.1 x8.

1.1 x8 happens when nothing is active; GPU-Z also reports this during idle but gives accurate peak PCIe and speed data when run. Could you check if the MB slots can be configured to PCIe 3.0 via BIOS? Also, would switching from the top two PCIe 5.0 lanes to the bottom PCIe 4.0 work?

Sorry for the lack of updates—I've been stuck on the PC lately. I couldn't apply any of the suggestions you gave. Eventually, I purchased a new motherboard with the Z490 chipset, and it functioned properly after a Windows reinstall.
