I purchased a new Gigabyte B450 S2H and linked an Antec Spark to the RGB header. Currently, I’m using just the static color mode, and I can’t adjust the custom color brightness—only the pre-set color presets are available.

The header you provided follows an RGB format rather than an RGB header structure.

in the manual for the motherboard, the header uses RGB instead of ARGB, and the front fan operates solely in RGB format

You cannot influence the hue when the header isn't in argb format; if it's rgb, the colors remain set and vary based on the product.
