Most cases involve the motherboard. Fix is to reinsert the CPU into the socket. If that doesn't work, return it for replacement.

Usually a CPU re-seat works, but this problem isn’t usually temporary like you said before, so there’s a chance it might fix itself.

I've experienced the same issue with (2) 4GB DDR4 sticks. It might be related to the RAM not fitting correctly. After changing the slots, the system finally displayed the full 7.9GB capacity.
